thomas Cline
President
Officer Thomas Cline has been in law enforcement since 2012 – and has been with the Richardson Police Department since 2015. Officer Cline is a police training officer and serves as an acting sergeant on patrol. He’s a dedicated member of the department who holds a master certification from the Texas Commission on Law Enforcement, serves as a stop stick instructor, and participates in the mobile field force and bike team.

Parker Winn is a Patrol Officer at RPD and has been serving the City of Richardson since 2014. Officer Winn is member of the SWAT Team and Crisis Intervention Team. Officer Winn serves as a Police Training Officer, Defensive Tactics Instructor, TCOLE Mental Health Peace Officer, TCOLE Instructor, and holds an Advanced Peace Officers License.

Ronnie Garcia has been a patrol officer with the Richardson Police Department since 2017. He is on the SWAT and bike teams and is a Police Training Officer. He has a Bachelor of Business Administration degree from Southern Methodist University with a major in marketing and a minor in Spanish.

Alex Hart has been with the Richardson Police Department since 2018 and is assigned to the Patrol Division. Officer Hart is assigned to the Unmanned Aircraft System team, Crisis Intervention Team, and is an ABLE instructor. Before joining RPD, Officer Hart spent almost ten years in the United States Army (five years active duty, four years with the Texas National Guard) as a Combat Medic. Officer Hart previously held the position of Trustee within the FOP.

Victor Diaz is a detective at RPD and has been serving the City of Richardson since 2006. Detective Diaz is currently assigned as a Task Force Officer with the Dallas FBI, Violent Crime Task Force. He is a member of the SWAT team and has been a TCOLE instructor for over 10 years. He holds a Master Peace Officer license through TCOLE and is a subject matter expert in gang-related topics/investigations.

Brandon Boren has been with the Richardson Police Department since 2017 and is assigned to the Patrol Division. He is a Police Training Officer, Police Driving Instructor in addition to serving on the Crisis Intervention and Bike Teams.

Matt Burris is a patrol officer who has been with RPD since 2014. He currently serves on the Mobile Field Force, Crisis Intervention, and Crash Investigation teams. Officer Burris holds a Master Peace Officer license with TCOLE and is a TCOLE certified instructor.

Maurice “Mo” Johnson began his Illinois law enforcement career in 2005. He served with the Galesburg Police Dept. and Lincoln Police Department.
In 2012 Mo joined Illinois lodge 208 and served as a trustee, secretary, and vice president.
During his tenure in Illinois, Mo served as a housing officer, field training officer, field training coordinator, and was a member of the bike team. Mo also held several certifications in dui detection including SFST/ARIDE instructor in forensic phlebotomist.
While working for the Lincoln Police Department he was appointed to patrol corporal in 2014.
Mo started with the Richardson Police Department in 2020. He is currently assigned to the patrol division.

Ramon (Ray) Nieto has been with the Richardson Police Department since September 1997. He started in Detention Division then transferred to Patrol Division in 2007. Ray is currently on Mobile Field Force and has Master Peace Officer certification through TCOLE. He has been with FOP Lodge 105 since its inception in September 2009.

Eric Willadsen has been with the Richardson Police Department since 1999. He is a Sergeant in the Major Crimes unit of the Investigation Division. He is a Master Peace Officer license holder and Instructor. Sergeant Willadsen was one of the founding Board Members of the FOP Lodge 105 since it’s inception in 2009.
jimmy holley

Past President Holley has been a member of the Lodge since it was founded, and served as the President of the Lodge from 2013-2018. Prior to being elected President, he served as the Association’s Secretary. Past President Holley also served as the Texas FOP 2nd VP from 2018-2022.
Past President Holley began his career in law enforcement in 1996 with the Richardson Police Department. He holds a Master Peace Officer certification, is a licensed TCOLE instructor, and is a US Marine Corps Veteran.
During his career as an Officer, he served as a Field Training Officer, Mobile Field Force Team member, Bike Officer, and Honor Guard Team member.
In 2007 he was promoted to Sergeant. He served in Patrol as a sector Sergeant and K9 Sergeant. In 2016 he was transferred to Criminal Investigation. During his time in Criminal Investigations, he supervised the Youth Crimes/SRO Unit, Intelligence Unit, and Crimes Against Persons Unit.
In 2020 he was promoted to the rank of Lieutenant and was assigned to Patrol Operations, where he currently serves.

Cameron Smith is a Sergeant at RPD and has been serving the city since 2007. He holds a Master Peace Officer license and is currently assigned to the patrol division. Sergeant Smith is also a supervisor over the department’s Crisis Intervention Team which he helped create in 2020 as well as a team leader on the Crisis Negotiation Team. During his career he has been a training officer, explorer advisor and member of the mobile field force unit.

Nicholas Perez has been with the Richardson Police Department since 2018. He is currently assigned to Crisis Intervention Team, Mobile Field Force, Police Explorers, and Physical Training Staff. He holds a Bachelor of Arts in Psychology and a Masters in Business Administration.
Ryan wilhelms

Officer Wilhelms has been with the Richardson Police Department since 2018. He is currently assigned to the Patrol Division where he works night shift and serves as a Police Training Officer. He is a graduate of the University of Texas at Austin.
